I’ve tutored students in math for the last 3 years (in various capacities - student tutor > in-home tutor > resident tutor > tutoring manager > online tutor > university tutor, etc.) and I would suggest that the best online math tutor is someone educated in both math and education, with at least a few years of experience, who can deliver lessons in a format which you can manage.
It is preferable for their area of expertise to align with your future interests, e.g. A tutor with a background in industrial math is well suited to teaching students heading for industrial math/engineering/finance.
The difference between an ok math tutor and a great math tutor is that a great math tutor will constantly be adapting their lessons to try and challenge you whilst also fitting their lessons to what they perceive as your learning style, this is often perceived by students as making the lessons somewhat unpleasant, but this is required for you to actually gain real improvements in math.
It is also important that your online tutor actually requires you to study, most of the math you learn in your life will be self-taught (or at least self-mastered) so tutors should always be trying to get you to do math in your spare time as much as is practical
