MIL F. PONCIANO is not only a Reading Specialist but an Elementary Education specialist as well. A pure breed from Philippine Normal University with Bachelor of Elementary Education with specialization in Reading and Concentration in English in 1999, Mater of Arts in Teaching Reading in 2003, and Philosophy in Education with specialization in Reading Education in 2007 are her training backgrounds in the field of Reading as a Discipline.

She also authored national instructional materials for DepEd use and English textbook under Phoenix-Sibs Publishing House.

She is part of the development of the National Reading Program under the leadership of VP and Secretary of Education Sarah Duterte. She is the designer of a Schools Division-wide Reading Program known as Blue Rizal: Barangayan para sa Bawat Bata Bumabasa (BR-B4) Program, and currently the Public Schools District Supervisor in Montalban, Rizal.
